The City of Los Angeles, Bureau of Sanitation operates the Hyperion Treatment Plant that accepts all wastewater for the city and includes the largest digester gas production facility in North America.
City Goals
The City selected Constellation New Energy, an Exelon Company, for the $127 million design, build, commission and 10 year, $100 million O&M of a new combined heat and power (CHP) plant that will:
- Provide 100% electricity and steam from renewable wastewater
- Increase the facility’s resiliency
- Significantly reduce the cost of electricity
- Reduce emissions and provide Renewable Energy Credits (REC)
- Achieve 72% CHP Efficiency

- Demolish and restore existing “brownfield” sludge recovery system
- Maintain stringent visual, noise and discharge requirements
- Receive/clean-up/blend up to 9.4 MMSCFD of digester gas
- Designed for phased expansion to match growing fats, oils and grease (FOG) digester gas production program
- Reuse existing stack
- Set new SCAQMD BACT emissions for digester gas CHP at:
- 18.5 ppm NOx
- 6 ppm CO
- 25 ppm VOC
- 2.2 ppm PM-10
- Eliminate DLE flare utilization and convert to stand-by
- Commercial operation in 34 months
